Do you need one?
The USD's 2025 report describes treatment with lime and polymer at a lime-softening plant. Lime softening reduces hardness but does not publish a target number, so test your tap. If it is low, Jorge will tell you to skip it.
A borderline reading is common on lime-softened water. In that case the more useful question is what you are trying to fix. If it is a pool-like smell, a softener will not help at all. If it is crust on a showerhead every few months, a vinegar soak may be cheaper than salt for years. If it is scale inside a commercial dish machine, softening may pay for itself in equipment life.
Price drivers
- Measured hardness and iron.
- Household or business volume.
- Metered valve vs. timer.
- Drain, outlet and location.
- On wells, pre-treatment stages.
Capacity is the factor most often oversold. A unit that is far larger than your household needs costs more up front, and if it is set on a timer it can use more salt than necessary. Ask how the capacity was calculated from your hardness and your water use.
Running costs
- Salt or potassium.
- Regeneration water.
- Resin life and service.

The quote should state expected salt use per month for your household, in pounds or bags, and how often a technician should check the unit. Without those, two quotes are not really comparable.
Businesses
Restaurants, hotels, laundries and marinas in Riviera Beach may soften to protect equipment. Sizing follows daily volume. Living Water installs ion-exchange softening plants for businesses.
Before the new plant
The USD plans to fully replace its treatment plant, with construction projected from spring 2026 to fall 2029. If a test shows borderline hardness today, it may be worth waiting and retesting rather than buying a softener you might not need later.
Questions to ask
- What hardness did you measure?
- Why this capacity?
- How much salt per month?
- Would a filter solve my actual complaint?
