Two tools, two jobs
| Softener | Filter | |
|---|---|---|
| Removes | Calcium and magnesium (hardness) | Chlorine, chloramine, taste and odor; others by design |
| Helps with | Scale, spots, soap use | Pool-like smell and taste |
| Needs | Salt, drain, outlet | Media changes |
Applying it to Jupiter's water
- Hardness: reduced at the plant by membrane treatment. The Town does not publish a hardness figure; your tap test settles it.
- Chloramine: added after treatment; highest running annual average 2.99 ppm in 2025.
- Free chlorine: about three weeks each summer.
That pattern points most Town-water homes toward a whole-home filter or kitchen RO.
When the answer is both
On a private well, such as in Jupiter Farms, homes often need both: iron and sulfur treatment, a softener for hardness, and RO for drinking. Businesses with heavy hot-water equipment may also soften even on Town water.
Match the symptom
- Chlorine smell in the shower: filter.
- White crust on fixtures that comes back quickly: test hardness; maybe softener.
- Orange stains outside: irrigation water, not your indoor water.
- Rotten egg smell on hot only: water heater, not a filter or softener problem.

How Jupiter got here
The Town describes building its reverse osmosis program after studying growth and resources in 1990, and later replacing its conventional lime softening plant with nanofiltration. A 1999 ion exchange plant adds alkalinity and lowers color when blended in, and the Town plans to retire it in favor of another nanofiltration train. In short, the Town has invested heavily in removing minerals at the plant. What it deliberately adds at the end, chloramine, is what stays with the water to your faucet. That is the logic behind the advice on this page. Homes in Juno Beach and the unincorporated areas Jupiter serves get the same water, so the same reasoning applies there.
Businesses and seasonal homes: Restaurants and gyms may still soften to protect water heaters, dishwashers and ice machines. Seasonal homes that sit empty should think about the water heater, not a softener, if the hot water smells when they return.
